Government thieves hit the jackpot

Via USA Today:

Charlotte is working with the Department of Housing and Urban Development on a program that allows firefighters, police officers and teachers to purchase foreclosed homes at 50% of their listed price.

So the government creates the housing disaster, then profits from it. Very similar to the manipulation of gold by the IMF. Can anyone tell me why this is legal?
