A lot of the pressure is coming from the United Nations and other countries. Some of which, like China, of course, are pushing the Kyoto Protocol. Why? Because they`re exempt. It`s going to saddle us. And what is McCain doing? He`s out there buying into this global warming, carbon emission cap and trade.”
Now Barr says, “Former Vice President Al Gore and I have met privately to discuss the issue of global warming, and I was pleased and honored that he invited me to attend the ‘We’ Campaign event. Global warming is a reality as most every organization that has studied the matter has concluded, whether conservative-leaning, liberal oriented or independent.”

Dear Readers and Editors,
I am in Maine one of the most taxed states in the US. I have written consistently to supporters of all party’s, I have gone on national radio to get out the message of what a Liberal Democratic government will due over time if elected. I have reached out to try to organize citizens or readers to take part in voicing the growing police state, taxation without representation, governor Baldacci’s disregard for voters rights all without much response or I can’t reach an audience.
Our governor has ignored the vote of the people on two occasions going with his interest after the vote passed against his interest. We have seen Liberals change our way of life because of what is happening in California.
We have seen taxation climb to help the intentional influx of Somalians and anyone that believes they should live like Mainers is labeled a racist or anti-American for wanting what Presidents used to call for during speeches, every individual that comes to America should become American or Go home but instead we are creating neighborhoods of people bringing there culture to our neighborhoods demanding they get special rights to push there needs ahead of Americans.
We have seen Maine become the highest taxed state, now the oldest state, fattest youth state, one of the least competitive states for bringing in new work, our government is the largest employer in our state and the Unions control the government, schools and any business left. We are no longer a free society. The Police department in my home town is the most expensive in the state of Maine and we have very little crime if any. We are getting grandparents whom do not understand how someone can tell them what to due in their homes or cars fining them. We have fee’s, which are taxes, on everything creating a wealth of additional revenue for a government controlling the people, schools and building up funding for law enforcement too grow, youth programs are being now taken over by police run DARE programs, once proud towns that had block party’s can no longer congregate without a fee and permit for a cookout.
We are in need of legislation and a complete removal of the government here in Maine. We are in need of a complete overhaul of local governments which have become small dictators within towns controlling and intimidating people. We have plenty of story’s of new laws, intimidation by police and a welfare program of 28% and growing and our Coastal communities are being bought up by intellectual Liberals whom want a special life not a free life. The selfishness of these people and there demands are ignorant. A free huge statue was donated to the Town of Portland to sit in front of our AA Baseball fields entry but Liberals in the community screamed it was a picture of OLD America and was not a true picture of a normal family. It was a Mother, Father and 3 children. The copper color made it a non issue as far as race. No one saw any concern with it or even thought of it as being un-American until selfish Liberals decided in order for it to be accepted the person DONATING a peace of ART that would cost hundreds of thousands of dollars to buy had to be changed or not put up because they believe it should have Gay parents or a Mixed racial appearance so people are not offended. Our state is 96.8% white and a non racist state by its historical values but it is issues like this that create animosity to anyone that is a RACE BATER. These people are creating a divide in the races and sexual choice matters. I had no problem with any human until Ignorance began pushing me to make decisions in my business that had nothing do with success but with race. I had 150 employees of every race and no one was promoted based on Education, race or even intelligence but only on pure effort and success in their work. The new laws in California actually would have required me to FIRE blacks, or Mexicans in order to even out my work force because i did not have enough whites but I was told that was OK it would only apply if I had less blacks or other minorities. This was one of my final straws. I returned home to get away from California Law, southwestern crime and police yet even commuting to NJ and CA with 2 offices in NJ, 3 in CA and employees of ever kind, now I was questioned on my pay system which did not meet “normal standards”. My people were performance system employees. I was promoted and went from 5 dollars an hour to over 100,000 in 6 years. Most of my regular employees earned 30 – 50K and made more than the Supervisory staff because the president of our company, a Spanish Cuban decent, felt the supervisors had an easier job. The government intervened for one employee, a women whom could not keep up with the demands and made less than the others because her quality, customer satisfaction, energy savings comprehensiveness was less than most other employees. In a performance system you are paid what you are worth, not who you are. The STATE of Maine decided that this individual should earn as much as the top earners because she was doing the same job. The top earner was a BLACK Girl! This was played out like because she was a women, she was not getting equal treatment. Because she was lazy, not good with people and her quality was bad, she earned what she was worth.
The performance system could revolutionize our ability to compete world wide if done correctly but individuals or Liberals whom see the hard work as over work and non unionized are again ignorant and out of line.
The only defense I see is removal of this government and changes in all local governments. cutting salaries, opening up competitive insurance for health care in Maine, opening up tax breaks for every new industry that comes to Maine for a 10 year period, make any town that wants to become a tax haven for investors from around the country to be able to regulate there own taxes and own success based on the people’s decisions.
Stop the harassment of police and seat belts, standards that are well beyond reason and used again against the people and adds funding for the state.
I want help. I want to organize. I need a voice.

Energy Conservation Services;
My primary job for 18 years has been energy conservation services. I started at 5$ per hour with a performance contracting company in 1990. My goal was to work a couple years and continue my education and work as an electronic technician until I began to learn about energy conservation and the potential. Not because of global warming but wasted energy use. Also i learned that performance workers in a system not based on sole production was increadible and potentially useful in almost every work field if designed correctly. By the time I moved to Oregon from Maine through NY with this same company our company was the largest performance contracting residential company in the US. We had just sent a team to Poland to teach the government how to due comprehensive performance contracting work in Polish High Rise buildings to cut coal emissions when I became the director of the first WEST Coast performance energy service company. My work for PGE became the new bar of comprehensiveness, customer service, quality , new product design, time management and use of local contractors. Our work was then published in the ACEEE international energy studies conference held at the Asilomar resort on the coast of California. My publicized paper had the potential to change how states and utilities implimented there programs. We had proven that the programs currently running in California had never been cost effective wasting nearly 80 million dollars per year. Our program is guarenteed cost effective because we only get paid if we actually save energy. We sold conserved kWh’s to utilities at a cheaper rate than they could produce it them selves..
The reason for my letter today to you is that over the next 10 years beginning in 1993 I directed the start up of 6 new projects including the nations largest low income performance contract ever. My income was now 100,000 per year and I had opened a national training center in NJ teaching contractors how to due performance contracts, how to create the systems necessary to run performance contracts with the correct administration procedures to track pay systems and success. I trained project directors, office supervisors, inspectors, installers, marketing people and customer service personnel as well as utility companies sent employees to us for training in our project start ups.
I was diagnosed with cancer in 1999 and by 2001 I could no longer travel and in Maine the state had ended their programs in the late 90’s and were only in the discussion stages for new projects. I proposed in 2000 that we begin OIL Conservation program design utilizing performance contracting and performance system designs in order to assure cost effectiveness, go after the 400,000 homes using oil heat in Maine and begin the creation of the nations first state oil conservation projects anywhere comprehensively lead by the state. I wrote to the Governor, the energy department and individuals in order to establish performance contracting bid procedures, quality expectations, comprehensive needs, product needs, inspection needs etc… Being sick all I could due was write at the time and hope for better days ahead so i could participate in future programs. The same war against actual energy savings that began in California from NON PROFIT run program directors and board members, Utility Esco’s whom began creating there own inside projects to control the energy savings destroying outside industry creation in our free market system. California contractors literally threatened our company Vice President and myself at a meeting when we were attempting to inform them of our intent to work with them and utilize local contractors but we were met litterally with a bullet placed on the desk of this individual as our meeting ended. This 80 million dollar per year contractor was not interested in giving up the management and implimentation of the energy programs and I learned over the years, the utilities and state Gov., had no intention of letting this contractor go either. Our ability to actually save energy cost effectively became a dangerous destruction of the Game these non profit companies had played from the 80’s through the 90’s. We had struck a nerve and it would not be the last.
I finally in Maine became healthy enough by 2005 to go after actual work and start my own company. I heard of a potential bid open to contractors and it was listed by the STATE of Maine as a Performance Contracting pilot project. I was told shortly after about why it was called a performance project but it had nothing to due with actual performance. The contract was limited to being only able to work in you county only. No contractor could work state wide and it was limited to non cost effective measures proven for a decade to be a waste of time and money. The program the state was modeling itself after was like the California project with a few changes. The clear difference in a performance project is to BID it out and that the Government does not Micro manage it, they pay only if the contractor succeeds based on the bidding procedures. The state went even farther though, they set up a training center to teach methods which some are excellent but again the implimentation of the project is the key and the administration is the key. Why is all this important? The true FATHER of Performance Contracting is Mr. Richard Esteves in NJ., USA. His program design, pay systems, energy monitoring systems all combined to create the potential for a contractor lead revolution as well as a pay system change to help America compete with other countries. We are not only destroying a potential in Maine to become leaders in Energy Conservation Oil projects but we may have already missed the boat on creating an industry, a college on conservation of oil and systems. We have missed it because of Government ignorance and Control. The belief that our state government already the largest employer in the state needs to control another industry is sad and completely misguided. It is socialism at its best. I am blocked unless I go through and train myself to there methods is the only way i can be a contractor for this project. Also I have only 4,000 oil homes in my district meaning the normal state penetration is about 5% so I have less than a months worth of work. Again, no government should be in the business of energy conservation. Send the message out and send funding out to the private sector and let the industry grow through our free market system. I could right now after 5 years of building an office and employees and expanding could be treating more than 200,000 homes per year nationwide with a wide variety of projects from combine lighting, water and energy programs to just oil or electric programs. We are not going to succeed in inventing new products and improved ways of doing things if the Government does not let private industry take off. They can be involved like the normal NAZI control that they want historically does but they need to back off and let the minds of successful business people like Mr. Esteves grow the industry.
I wish a tribute for Mr. Esteves could be done and a study into his pay systems, energy systems and administration could be done so that we could possibly create a new wave of business leaders.
