Clear case of abuse and over reliance. The officer communicated poorly. He never answered the driver’s initial question:”How fast was I going?” Then he never explained that refusing to sign a summons is against the law, almost as if he was baiting him. But the driver never did as the officer asked. Big mistake. As a police officer I find the few people who do contest the authority of an officer seldom do what is being asked of them. Thanks for sharing.
ps. I can’t believe he left him lying on the side of a freeway, handcuffed. If that driver had been hurt by a passing car while lying there unattended, his career would have been over, the department would have been sued into bankruptcy, and the officer would have gone to jail for manslaughter. I’m new, and even I know better.
